I doubt it's a surpise to anyone that a game published by EA will feature some way of encouraging the buying of 'new' games and not used ones. Therefore the fact that Dragon Age II will have a feature incredibly similar to Mass Effect 2's Cerberus Network shouldn't come as a shock.
As for what content will exactly come through this pipeline system is unsure, but speaking with Joystiq Mark Darrah of Bioware has said "We haven't announced what's in it, but it'll definitely be something kind of in that Cerberus vein where there will be additional content.". It should be noted that this content won't be the content included with the 'Signature Edition' of the game and will be content all of its own.
He also goes on to say that the overall quality of DLC for Dragon Age II will be of a much higher quality than that of Origins. I'm sure that's fantastic news to everyone who has in fact played through the DLC for the original as while not being really 'bad' in any respects, they were usually lackluster and far too short save a few.
